PSU drop voltage under load

Hi,

I built the following power supply. By itself it gives a clean +/- 15v... but when it's under a load the voltage drops to +/- 8v.

Is it possible that the power transformer is not generating enough current?

I'm using a Talema 70043k. (http://www.digikey.ca/product-detail/en/70043K/1295-1043-ND/3881436)

I built 2 of these and I hope I'll be able to use them on projects  ;)

Yes, very likely the transformer hasn't enough output current to power your circuit. According to the datasheet it can supply 333mA on each 15V tab.
 
Just measure the voltage on the unregulated side...

You will also lose some voltage dropped in all those 10 ohm Rs.

The DC drop across the 10 ohm will tell you how much current is being drawn.
